For set delivery price per neighborhood just select option “Tax per Neighborhood” when create the store.
You will create table with Neighborhood and delivery price. Like image below.
When you use this option, all neighborhoods are add in select field on form for create order. After user click for create order, the plugin get price for selected neighborhood and add to order.
