If you need set fixed price for your store delivery, just select option when create the store. You have to options for fixed price:
Unique Tax (Zipcode)
With this option, you can delimited area with zip codes range. For example, in print below i delimited area from zip code 0 to 1000000000. You can add many lines with zip codes range, for example:
to 91130300 from 93234788
to 91050001 from 92346771
to 97864221 from 99736632
Unique Tax (Neighborhood)
With this option, you can delimited area with neighborhood. You need list availables neighborhoods with comma between him. For example:
neighbordhood 1, neighbordhood 2, neighbordhood 3
When you use this option, all neighborhoods are add in select field on form for create order.
